International Academic Partnership: Legal Support for TIU and Synergy University

Tashkent International University initiated the launch of an international “2+2” educational program in partnership with Synergy University (Russian Federation). The project became the first example of implementing such a learning model in Uzbekistan and laid the foundation for a new format of cross-border higher education.

The PraeLegal Uzbekistan team provided comprehensive legal support for the project—from structuring the partnership concept to preparing all documents necessary for launching the integrated educational program. We drafted and coordinated the cooperation agreement, thoroughly regulating the fundamental aspects of joint activities between the two universities: academic mobility and credit transfer procedures, organization of the educational process, use of learning materials and intellectual property protection, personal data protection, allocation of responsibilities between the parties, and mechanisms for resolving potential disputes.

The result of this work was the creation of a robust legal architecture for the “2+2” program, which provides for students to study their first two years at Tashkent International University and the following two years at Synergy University. This model ensures continuity of the curriculum, international recognition of academic achievements, and access to an expanded range of educational pathways. For the first time in Uzbekistan, students gained the opportunity to develop an international academic profile within a single learning program, combining the resources of two universities and gaining a competitive advantage in the global arena.

The project was implemented with the participation of Jakhongir Ismatov, Head of the LPO Department, and Zukhra Abdurashidova, Junior Lawyer, who ensured accuracy, consistency, and completeness of all legal solutions. Their work made it possible to launch this innovative program in full compliance with national requirements and best international practices in education regulation.

For us, the launch of the “2+2” program was more than just a legal project; it was an opportunity to make a meaningful contribution to the development of international education in Uzbekistan. We see our role not only in preparing documents but also in creating solutions that enable universities to open new academic horizons and allow students to access global opportunities.
