The President of Uzbekistan has signed Decree No. UP-41 dated March 4, 2025, aimed at increasing the efficiency of special economic and industrial zones.

The decree introduces significant measures to boost production, exports, and investment, while also creating new jobs.

Key Changes:

  • Indefinite Operation of SEZs: Special economic zones will no longer have a fixed operational term, making them more attractive for long-term investments.

  • Stricter Criteria for New Zones: New industrial and economic zones will only be established on non-agricultural land with existing infrastructure or in areas where business development is economically justified.

  • Land Lease for up to 49 Years: Investors will be able to lease land in economic and industrial zones for up to 49 years, ensuring the long-term stability of their projects.

  • Export-Oriented Focus: A key initiative is the establishment of the Namangan Export Zone, which targets international markets and will help boost the export volume of Uzbek products.

This reform is designed to drive regional development, attract investment, and increase production capacity. By simplifying business conditions, expanding tax incentives, and supporting export-focused projects, Uzbekistan aims to create new jobs and improve the global competitiveness of its products.
