Stories that change industries do not always begin with loud statements. Sometimes they start with a properly structured legal strategy—unobtrusive, yet defining the entire trajectory of a project. Such was the work of PraeLegal Uzbekistan in assisting a client through the process of obtaining resident status in the “Navoi Chemical Technopark” technological cluster.

The creation of chemical and technological clusters is one of the key directions of the New Uzbekistan Development Strategy for 2022–2026, aimed at strengthening the country’s industrial potential and elevating the chemical sector to a new level. For businesses, this opens new opportunities but also sets high demands: from strict compliance with regulatory procedures to coordinating investment conditions that must remain effective in the long term.

Our client approached us with an ambitious goal—to implement a USD 10 million investment project and become part of one of the most technologically advanced clusters in the republic. However, the path to residency is more than just filing documents. It is a sequence of legally precise steps on which the success of the entire project depends.

The team at PraeLegal Uzbekistan, led by founder and partner Irina Kim together with Jakhongir Ismatov, Head of the LPO Department, developed a legal model that not only met all legislative requirements and internal technopark regulations but also ensured a stable development framework for the client. We structured the investment agreement in a way that did not limit but instead strengthened the commercial potential of the project. We supported every procedure—from preliminary approvals to the final decision granting resident status. And most importantly, we created a legal structure that makes residency not just a title, but a functional tool for growth.

Obtaining residency opened access to resources that change the rules of the game: tax and customs benefits, specialized infrastructure, participation in technological programs, opportunities for cooperation with leading industry players, and the creation of deep chemical processing facilities.

This story is not only about legal work. It is about how state institutions, business, and expertise come together for one outcome—the creation of the country’s industrial future. And we are proud to have been part of this process, providing the legal foundation on which the client can build new technological solutions and expand production within the national chemical industry.
